analyse and prioritise the key developments needed to improve student
success

identify the authorities and bodies that must take responsibility for designing
and implementing the key developments

determine what policies and incentives are necessary for the relevant bodies
to take up these responsibilities effectively
•
determine who will take responsibility for the groundwork needed to make
all this happen
•
This points to the need for a coherent and effective
strategy for change
•
